CHAPTER VII.
ON PAROLE.
If the shock of this abrupt arrest of thewhole body of English travellers, whohappened to be within reach of the FirstConsul, fell sharply on those at home, itfell at least no less sharply on those whowere arrested.
An official notice was served upon allwho could, by the utmost stretching, beaccounted amenable to the act. In thatnotice, received alike by Colonel Baronand by Denham Ivor, they were informedthat—"All the English enrolledin the Militia, from the ages of eighteento sixty, or holding any commissionfrom His Britannic Majesty, shall bemade prisoners of war;"—the reasongiven being the same as was alleged inthe version which speedily appeared inEnglish papers.
The mention of the Militia was, however,additional; and there was somethingelse also. It might fairly havebeen argued that professional men, menof business, and men of no particularemployment, could not be included inthe above statement. To guard againstsuch reasoning the document went onto explain—"I tell you beforehand thatno pretext, no excuse, can exclude you;as, according to British law, none candispense you from serving in the Militia."
This notion was made the basis for afar more sweeping arrest than had atfirst been supposed possible. Not onlyofficers in the Army and Navy, who werethen in France or in other countriesunder the dominion of
