Something entirely new, unseen and unheard-offormerly, has lately shown itself inour country districts. To our village, consistingof eighty homesteads, from half a dozen toa dozen cold, hungry, tattered tramps come everyday, wanting a night's lodging.

These people, ragged, half-naked, barefoot,often ill, and extremely dirty, come into thevillage and go to the village policeman. Thatthey should not die in the street of hunger andexposure, he quarters them on the inhabitantsof the village, regarding only the peasants as"inhabitants." He does not take them to thesquire, who besides his own ten rooms hasten other apartments: office, coachman's room,laundry, servants' and upper-servants' hall andso on; nor does he take them to the priest ordeacon or shopkeeper, in whose houses, thoughnot large, there is still some spare room; but he[8]takes them to the peasants, whose whole famil
